VPN in Pakistan – Unregistered VPNs are blocked

Pakistan Telecommunication Authority (PTA) said that users using Virtual Private Networks (VPNs) software in the country to access all kinds of content on the internet must register this service before Jun 30 otherwise, they will not be able to use the facility. According to the report the advertisement and notifications issued by the PTA suggest internet users that they have to register their VPN with their internet service provider till Jun 30. Consumers who do not register till Jun 30 will not be able to use any of the VPN software after the deadline. According to the PTA till Jun 30, all consumers can register Virtual Private Networks from internet service provider for free. In this regard PTA has provided two forms to internet service providers, users will be registered after filling them.

According to the registration form provided by an institute of internet service provider users will also have to provide their sensitive information for registration. To register a VPN the users will have to provide details of the VPN software including their internet protocol (IP) address and the purpose of using it or the detail of his business. The user has to fill two forms to register and the consumer has to submit some required documents and affidavit. Regarding the registration of VPN, PTA says that this step is being taken to limit the illegal activities taking place in the country and to protect the national treasure from loss. Virtual Private Networks not only allow ordinary consumers to access controversial and banned internet content in the country rather such software is also used by the business organization and especially banks.

Mobile and internet operators also do illegal business by using such softwares while some business organization also do money transactions illegally to avoid taxes by using these softwares. This step of VPN registration is taken by Pakistan Telecommunication Authority under its 2010 Monitoring and Reconciliation of Telephone Traffic Regulations Act whose clause 6 provides the ability to an organization to monitor and block all type of secret phone calls and internet service. PTA recommends internet users that they have to register their VPNs till Jun 30 otherwise they will not be able to use such softwares in the future. The PTA has also warned that after Jun 30 strict action will be taken against the people and organization working illegally using VPNs.

The announcement of VPN registration date by Pakistan Telecommunication Authority has come to the fore at such a time while recently several internet users have complained that VPN softwares are not working. Consumers complained that they were having difficulty accessing the VPN even through the Tory browser which gives them easy access to the VPN. However, on the other hand PTA has clarified that it has not yet taken any action regarding VPN or Tory browser and in this regard operations will begin after Jun 30. Use of any mode of communication such as VPN by means of which communication becomes hidden or encrypted is a violation of PTA rules and regulations. Consumers which are required to use VPN for their legal purposes must register their VPN with PTA till 30-6-2020.
